    I see the metal tube protrudes through the top side of the fender. Looks like about an inch
    Is that what I am seeing ?

    I see the metal tube protrudes through the top side of the fender.
    That is how civilian wires are routed, I doubt they felt a need to change them.

    I may have a dimension drawing for hole locations somewhere. I will see if I can locate it. The tube hole is put in with a drill bit and then and rod the same size of the drill bit is inserted into the hole and pulled rearward to angle the hole for the tube.
