It is correct for several years of RL including '36. 1939 would be the first 45" to use the EL/UL type spring fork.

not correct for '35-'36 --they have #2 and the boss for ride control-------- #1 is'31-'34 only --Buy Johnny Sell's book and learn---1939 45" is longer than a big twin fork ---no '36 is a #1----it will fit '31-'38 45"----and '39 without the ride control

Need help identifying my springer forks. According to this thread the chart would say it is a 49. What do the numbers mean underneath the steam? Just looking at it appears to be an offset BT but i am not sure.

Palmer did not list the main fork number, just the front fork, die #9 is listed as 42.
If stem is inline with handlebar mounts fork is inline, if stem is offset fork is offset.

Does it have a hole in the neck for a lock? All '48-'49 offset forks do, and it only ever appears in offset forks except '47.

No it does not have a hole for the fork lock.
Main leg is a 46 or 47 offset springer.
In 50,51,52 owner hit a wild bull standing in highway bending front leg, owner bought new leg which has die #19.
